From institutional complex to civic environment
The project redefines the role of public buildings within the contemporary city, moving beyond the idea of isolated institutional headquarters toward an open and integrated civic environment. Designed in collaboration with a multidisciplinary team led by GPA Partners, the project responds to the environmental ambitions of Italy by creating a positive-energy building that operates as a living system.
Architecture, landscape and technology are conceived as interconnected elements, shaping a workplace that is both highly efficient and deeply human-centered. The project reinterprets the legacy of Rome’s EUR district through a contemporary language, establishing a dialogue between heritage and innovation. Through this approach, the project defines a new standard for government architecture: one that is open, adaptive and capable of generating environmental and social value over time.

“Nexus Terrae reflects a shift in how institutional buildings are conceived — not as isolated headquarters, but as integrated systems that combine environmental performance, public space and workplace innovation.”

A manifesto for sustainable architetcure
Nexus Terrae is the winning proposal for the new headquarters of Italy’s Ministry of Environment and Energy Security, set in the historic EUR district of Rome. The project is envisioned as a manifesto for sustainable design – a building that embodies Italy’s environmental ambitions through innovation, transparency, and adaptability. Conceived as an energy-positive and circular building, the new MASE headquarters will become both a high-performance workplace and a civic landmark, setting the benchmark for the coming government institution.
