A manifesto for government architecture
The future headquarters of Italy’s Ministry of Environment and Energy Security sets a new standard for sustainable public architecture. OBLYK is part of the winning team of an international competition to design Nexus Terrae, the new headquarters of Italy’s Ministry of Environment and Energy Security in Rome. Developed for Agenzia del Demanio within a multidisciplinary team led by GPA Partners, the project brings together leading international and Italian firms to define a new model for government architecture. Located in the EUR district, Nexus Terrae is among the most ambitious public developments currently underway in Italy.

A New Landmark for Public Architecture
Nexus Terrae redefines the role of public buildings through a contemporary, human-centered and environmentally responsible approach. Conceived as a positive-energy building, the project integrates architecture, landscape and technology into a cohesive system — creating an open and accessible civic environment where work, community and nature coexist. The design establishes a new spatial model for institutional workplaces, balancing performance, flexibility and wellbeing.

A Living System for the Future
For OBLYK, the project represents a significant step in advancing research on sustainable public architecture and workplace environments. Nexus Terrae is conceived as a living ecosystem — reflecting Italy’s environmental ambitions while responding to the evolving role of government buildings in contemporary society. More than a workplace, it acts as a catalyst for innovation, collective progress and long-term environmental transformation.
